Ted is pretty much on target. I am a certified vessel examiner with the US Power Squadrons. Keep in mind you will need to comply with all federal and any state or local requirements in your area. You can check the COLREGS for specifics on the Federal requirements on lights. Part C, Rule 20 covers Lights and Shapes. Section (b) specifies that rules for lights must be followed from sunset to sunrise. Section (c) also specifies that lights, if carried, should also be used from sunrise to sunset if visibility is restricted. The bottom line is that navigation lights are not required for your dingy unless you operate from sunset to sunrise. If you do have navigation lights on your dingy, they must be operational. For your situation: - State Registration and Numbering required - PFD Type 1,2,3, or 5 for everyone on board.- PFD Type 4 not required, but recommended- Fire Extinguisher may not be required in your situation, but I wouldn't do without one. - You will need a sound producing device - a good whistle is great to have, at least for a backup. - Visual Distress Signals may not be required if you operate in inland waters. The Coast Guard will require them if you operate on the coast, and I recommended for nightime operation.Here's the linke to the COLREGS
