Survey shows high moisture reading / delam on both rudders. Anybody have any idea what it would cost to replace or fix these? She’s a Beneteau 311. Is this reason enough to walk from this boat, all else considered?

This is not uncommon and should not be a deal breaker. Water enters the rudder where the rudder post enters the rudder. Fiberglass and SS have different coefficients of expansion and the joint opens up a little and water seeps in. We Northern sailors often discover the problem in the spring after the water in the rudder has frozen and opened up a seam.
Here's the first of a series of videos from Boatworks Today on repairing a rudder. Andy's approach could be considered the gold standard. There are other methods.
