I have such a beast, and I'm sorry to say I want to keep it. Mine is all metal and any good welder could put one together in a few snaps. I'd offer to provide plans for you to copy, but my boat is on the hard for the winter 500 miles away. I expect to visit the boat in the late Nov timeframe, so if you still need something, let me know.

emergency tiller,

Are you looking for the tiller or the tiller head? The tiller head itself is just a square tube that matches the square fitting on the top of the rudder stock. That tube is welded to a short round shaft that is itself welded to a rectangular tube, roughly 2" x 4", laid on side that is angled upwards somewhat so that the emergency tiller, which inserts into it, angles above the binnacle. It's not a very elaborate arrangement and can easily be made up at a local metal work/welding shop. Frankly, however, I wouldn't be surprised if your tiller head isn't stashed somewhere on the boat (if you've only recenty gotten it) as they were delivered with each boat and they really are only useful on the boat itself.

FWIW...
