I have a Raritan electric toilet with macerator and recently when I push the button to flush, the pump works but splashes water out before partially flushing. I'm not sure if its air bubbles coming up or just violent whirring. It happened once before but eventually went away. Coincidentally, it happened with other people, but they said they only flush with toilet paper. Any ideas what this could be? Bad joker valve, partial clog (with a macerator?)

That can happen when the motor is wired backwards, and is turning in reverse. The macerator cutter blade is turning backwards, and tends to force things back from whence they came... It would be immediately apparent on a raw water flushing head, because you wouldn't bring in any outside water to rinse the bowl. But it could turn up on a pressurized fresh water-flushing head that doesn't have an intake pump.
