I was working on my boat this past week-end and checked the steering because there seemed to be a point where the cable would "catch" on the pulley and it would be harder to turn. What I found was the cable was about a third of the way off of the pulley. It seemed that the cable was a little too loose, so I tightened it up but the other thing I noticed was that the cable was not aligned to the pulley. It was slightly below the level of the pulley, so any slack in the tension could (and did) cause the line to catch an edge and almost come off completely. Luckilly, the adjustment is easy to do by just loosening the locknut and moving the cable to the correct position in the bracket. Just a heads up to anybody that has never checked their steering, especially if you have an older boat. (Mine is a 1983.)
