It was a breakwater and from the picture it is impossible to tell what could have gone wrong. Whether it was erosion or a fault in the retaining wall will need to be determined by engineers. When there are damages and injuries we can usually count on differing sets of opinions provided by hired experts so the final issuance of an official cause might take a long while.

The video and text in the attachment on the first post seem to indicate that the sheet piling had, over time, rusted through below the water line, and that the weight limits had already been reduced on the pier itself. The need of repair or replacement was apparently a known fact. It seems that potential failure was imminent. It was only a matter of time.
