"Dutchman" reefing system

We purchased a 1977 C30 (standard rig) this fall and found that it has a Dutchman reefing system at the boom. When the main sail is hoisted the boom moves up the mast track approximately 12 inches. The track has a stop at the top and the bottom of this foot long track but nothing in between. When the sail is down the boom sits quite low. We wish to have a dodger made however unless the boom is at its upper most position it would not clear the top of a dodger. We have not found anyone in our area that has a similiar setup so are unsure whether it would be correct to drill the track just below the upper stop and insert a pin that will hold the neck and boom in the higher position permanently. We are unsure why the boat is rigged like this and the only thing we have come up with is that it can be reefed closer to the deck. Any advice?
