In this instance for a jib and staysail, on furlers. 14" apart.
What impact or degradation on performance to windward with a furled staysail behind genoa and vice versa?

I think @Jackdaw has written in the past about the detrimental effects of a furled gennaker in front of a jib. I would think vice versa would be less harmful, with the furled sail in the high pressure area and not disturbing the airflow over the low pressure side. But I don’t know for sure.

No noticeable performance degradation at all. The only practical issue will have is during tacking, where depending on the breeze and the size of the headsail, you may end up having to partially furl the headsail to get it to go through the slot during the tack. With stronger breeze a smaller headsail will ‘blow through’. You’ll have to experiment.
