ok this is it decal transponder online procurement service or some thing close to that and the E mail is https://dtops.cbp.dhs.gov this should get you there. I've already ordered my decal for the 2010 season as I'll be going to Canada on and of all summer, if the weather is better than the last 2. good luck

Be aware that DTOP only applies to sailboats 30' or longer. It does not apply to boats less than 30' LOA.
