Sorry Joe, I disagree. In Canada, you are absolutely allowed to carry any electronic device that you care to, even including infrared and night vision in a "hobby" mode. Simply stated, that means you cannot make any commercial gain from it.

This octocopter is an order of magnitude more powerful than most of the quads out there, and it still has a very limited flight time, and with a GoPro mounted, the reality is that you would have to be closer than 15 feet away to get any kind of closeup on that camera.
