Yes, anyone not flying as a model airplane hobby in a "community based program" (language from the 2012 Congressional Law, will be regulated by the FAA. Anyone flying must be registered and licensed. There are strict directives on where one may and may not fly. A great idea except its not currently legal. "Model aircraft" are not allowed to be designed to be able to drop objects. Might be legal for fire/rescue or police to have, but even that may be a grey area. But a regular ole life guard can't legally use one as I read the current law.Hey, they do have a good side!!!!!!!!!!!!!
