Drilling to China

I'm trying to route new wires for a tillerpilot up to the electrical panel. The line left in place at the factory to pull new wires is hanging up, and I've got too many wires to stuff up the side of the headliner. So I took a section of PVC pipe, cut the end to resemble a hole-saw, and went at it trying to drill a hole through the foam and whatnot via the electrical panel access plate. My goal is to run a conduit up in the coaming to the stern. I got a couple of feet through (see photo) and now I've hit something solid. Of course I could just get a bigger hammer but a repair might be tough if I screw this up. Does anybody know what I've run up against, or have a better idea?
