PHRF Rules.....
.....do not allow 2 headsails to fly together unless you are going through a headsail change. Flying a jib and a spinnaker together is leagal because a spinnaker is not a headsail. Flying a sail like a tallboy off a babystay and a headsail is also legal because again a tallboy is not a headsail. A headsail is defined as a sail who's luff is attached to the headstay. Certain races may have their rules modified to allow double headsails, but that must be written into the sailing instructions.
