downhaul cleat

i am trying to put together a 22foot oday.my latest problem is the downhaul cleat. the cleat is attached to a tube of about five inches which i assume slides inside the mast track and prevents the gooseneck from sliding down. it looks like everything is held together with two machine screws. my question is do i have to drill a couple of holes on the inside of the mast track to accomodate them

How it's "attached"

Art: The tube/cleat/screw assembly is fixed in place by tightening the screws, which should "clamp" the assembly in place. The sides of the mast track are sandwiched between the tube and the cleat. No other holes should be needed. Rich.
