I'd take a close look at the bridges that need to be transited. Standard highway clearance is 16'. Urban is typically 14' but there should be routing for 16'. Bridges that are lower than the standard should be marked, but that may be an area that is sketchy. It also depends on the trailer as well. Your keel has to clear the road, obviously, but the trailer will dictate how low the keel can be fixed. Start with a measurement from the bottom of the keel to the top of the arch. Then you need to know how high off the road surface your keel will ride and you will need to know the critical height of bridges that you will pass under from a practical standpoint. I'm guessing you are asking the question because you already know that it is a very close call and there is a problem, so probably the arch will need to be removed. :(

On most roads legal height is 13 1/2 feet. Even on the interstates bridging is higher but depends on the bridge. Over height loads are limited and many states will do the routing which will cost a lot more not to mention the cost of escorts and pricey permits.. So 16 feet no way.
Let's say the keel is 5 feet and the headroom on that boat is 6 1/2 feet gives you 11 1/2 feet. The keel will sit appx two feet off the ground thus you have 13 1/2 feet plus a few inches which you are at maximum height legal to pull. The arch has to come off. So to be safe take it down.
As a former Hunter dealer who use to sell the 38, That arch had to come down for transport over the road. That pretty much sums it up.
