Does epoxy stick to PVC?

I want to install a drain on the transom of my runabout's motor well so that water doesn't accumulate there and make a mess. Thru hulls have a lip - so that would make a smaller mess. I wanted to put a 1/2" pvc pipe through the transom and epoxy it in place. Will this work?

yes, but i would use 3/4 inch pipe, as the slightest thing will plug the 1/2" drain...
structurally, its not a good idea to epoxy to pvc without the help of mechanical fasteners, but for what you are doing it will be fine, as you would never get it free when it is surrounded and encapsulated by the epoxy... and even if the pipe should lose its adhesion, you still have a nice round epoxy hole, which is just as good or better than a pvc hole... so it doesnt really matter either way....
