Any sailor documenting his vessel should be alert for 3rd party spam for companies who will manage documenting your vessel for a fee. The letter looks like an official CG notice but is not.

I have not seen it in the sailboat owner's headlines but I am not surprised it is in the forums some where.
Take a look at the archives. One threat started in March of 2017 and now runs 3 pages long.
