I can’t tell the size, but it also might fit the strainer in the water hosing of the hvac water pump.

Bingo. Someone may have repurposed it, but I have to think that is the original function. Is there any brand name on it?

That is what it is! I have several that fit on electric drills. The ones for my angle grinders are threaded on the end to screw directly into the grinder body. The ones for my drills are like this one. They tighten down around the neck of the drill above the chuck.
