probably . you can point the boat as high as you want but it is the vmg that counts, that is how quickly the boat is making progress toward the mark. and a deep keel will perform better.less leeway. but it does matter as far as wind cond. ect.for example if it is generally light air you wont see as much loss due to less heeling. if it is heavy the shoal keel will really perform poorly but will do great on a reach or downwind. so it depends on where you plan to race and the conditions there. wings are a compromise on both better that shoal upwind but parasitic drag downwind. if you are club racing locally buy the boat that is fast for that area. if you trail then get into a ondesign fleet so the configuration of the boat doesn't matter (as much) . if you are choosing between a deep and shoal for cruising it would depend on the water depth where i sailed the most. persoanlly for cruising a shoal would be fine and i wouldnt think another thing about it .good luck.
