Deck leaks around shrouds Beneteau 35s5

Hi, was wondering if anyone can tell me about the deck fitting where the shrouds go through. Looks like there is some type of cap on the plate between the uppers and lowers. I have leaks on both sides and was curious about re-sealing them. Any help is appreciated,

That might be a Wichard watertight U bolt. It has a rubber collar around the top of it. They come in 1/4 inch and 5/16 inch sizes. You might be able to find an illustration of one on this website, or if you have a new Worst Marine catalog, look on page 648
