The Next Step

Can someone design a delivery system to accurately drop copies of Chapman's Piloting and Seamanship into the cockpits of powerboats in such a way that they fall open to the section on Rights of Way and Rules of the Road Etiquette? Some kind of catapult or air-pressurized tubular launcher would be ideal. The launcher should have gyros to provide stabilization to control for excessive deck roll caused by the massive wakes the powerboats produce. They don't need to be long-range: the powerboat's proximity is part of the very problem that needs to be addressed.

anti-ship system

And maybe a anti-ship missile system based on the Harpoon I can mount on my back porch to take out massive motoryachts that throw 2 foot wakes at my dock and bulkhead on an easy day. I'll even post a simple warning on the daymarks to be nice: "Over 30 feet? Throw a wake and die."
