This is a general question regarding stainless steel below the waterline. Is it a big no no to add a protective coating (ie. epoxy) on SS? I thought I read SS becomes oxygen starved.

Any thoughts?

Normal epoxy is a no-no.. Really tough scratch resistant coatings like Coal Tar Epoxy are OK, as long as they are put on correctly and do not get scratched. It is better to leave the 300 series stainless open to seawater.. much less chance of corrosion.
