I'm looking for someone in the Annapolis area who can help me complete a mast coax replacement and anchor light repair by doing the up the mast work while I'm the on-deck support (I'm terrified of heights). I'm willing to pay a pro or an experienced amateur in $ or beer and the portion of the project for which I need the help should not take more than a couple hours. Knowing how to use a drill and crimp/heat shrink are a plus. Would appreciate any recommendations for anyone who can help me out before the end of next week. Pro rigging shops seemed to be booked solid.

Riggers do this work routinely, it is their bread and butter. There must be dozens in your area. However, forget the idea of being their on-deck support as they will bring their own assistant who they work with on a daily basis.
They also have insurance, protecting you from that someone who would do the job for beer's massive medical expenses, should something go wrong.

Capta's advice is sound but in a pinch talk to the dockhands of the marina you may be in and they will likely know someone willing to do the job, preferably someone who has been up a mast before. You must provide a safe harness and make sure it is rigged properly . The tools should be clipped to the person by a lanyard. Be willing to offer at least $100 or no less than $50 an hour. Beer does not seem to go too far these days.
Just make sure everyone who "needs" to be on the boat is on the boat before starting. Someone stepping aboard even a 40' boat can cause the mast to move several feet back and forth, causing the person at the top to drop tools which "will" hit someone. Matt "Guitar" Murphy's law.
