The port stern cleat was ripped out during a storm on my Hunter 23.5. The fiberglass actually remained intact, however, the bolts were pulled right outs. Looks like you cannot access the cleat mount from underneath and I can't determine if there is even a mounting plate under the stern cleats. Does anyone know if the cleats were simply sunk into a thick portion of fiberglass?

There is an aluminum plate encapsulated in the fiberglass I think. If not, look underneath in the rear for any nuts/washers. If none, then it is the aluminum encapsulated. You can go with a larger machine screw but you will need to drill and tap for a larger bolt. Make sure you caulk.
