cleat repair

This past summer during an intense windstorm one of the screws on the aft, starboard cleat broke off about 2" down inside the hull. I can't find a way to access it from the underside. We tried geting it out with an "easy out" but the stainless steel screw was not having any of that. Does anyone have any experience with this or suggestions on how to get the screw out?

Wont be easy as the stainless steel may be harder than whatever the backing plate is (aluminum?) but perhaps drill it out and re-tap the hole for a larger size bolt?
