Cheapest PCOC?

I've managed to avoid needing a PCOC by sailing only motor-less boats until now, but now I need one. Anyone got any recommendations on which is the best and/or cheapest online site?

MM, IIRC from two + years ago, I just followed th links from Gov.ca

They double as a foghorn in a pinch, and clear out an anchorage almost instantly.
