Some people just make 1 board, just low enough to mount what they want, and only use it while sailing. However, your plan to make 3 boards is probably good, because in nice weather, use just the low bottom board, but in rough weather you'd be able to board up completely with all 3 boards, and still use your lower "dashboard."
