chart app for pc windows 10?

Can someone tell me what the best progam to download is for British Columbian waters, has anyone used i-Boating?

OpenCPN as far as software is concerned. For the charts, I don't know. Maybe a NOAA chart or the bay might have some info. Do the Canadians make their own charts?
