question

what make, model and year boat? Othere here with the same boat may be able to help. Depending upon how extensive the damage is, any polysulfide sealant will do after opening and removing any old and rotted material. Don

Use liquid

I assume your plates are like ours -- through the deck with a little metal cap over the slot they go through. Dig out as much of the old sealanbt as you can get at, clean everything up with acetone. You don't want any grease there. Then use LIQUID, not paste, Boatlife polysulfide sealant. It just gets down into every nook and cranny and makes a seal that lasts for years.
