Technically the rule applies to vessels 12 meters and longer LOA. For 12M boats you need a plan IN ADDITION TO a placard. When my boat was first inspected, the inspector gave me a generic plan so I could pass the inspection. Later I customized it a little. So you can see the format, I've attached a photo. The text follows: TRASH DISPOSAL PLAN Sailing Vessel WINDROSEIn compliance with Federal Regulations, and in the interest of clean water, all persons boarding the vessel Windrose need to be aware that under no circumstances will any trash, plastic material, food, aluminum cans, bottles, paper cups, or any other waste be thrown overboard.There are blue plastic trash receptacles located in the galley, forward head, and aft head. Place all trash in one of these receptacles.When a receptacle is full, the crew member appointed by the Captain shall bag all material and secure the bag in a locker aft of the cockpit until the bag can be removed from the boat and placed in an appropriate receptacle on shore.Recycle all cans and bottles by placing them in a bag in the port locker aft of the cockpit. Crush cans before placing them in the recycle bag. You may use the yellow can crusher in the main salon for this purpose.UNDER NO CIRCUMSTANCES WILL ANY TRASH BE THROWN OVERBOARD FROM THIS VESSEL !If there are any questions concerning this policy, please see the Captain of this vessel.
