I think

It has to stay down. Or at least be in the same position throughout the race. Never raced a CB boat so this is just what I may have heard. Check out the US Sailing site.

there isn't any!

you may raise or lower your board anytime you feel it's to your advantage. most everywhere the handicap for boats with centerboards have a higher handicap because as a general rule boarded boats have more ballast and are less efficient than same model boats with fin keels. my O'Day 30 with board has 600# more ballast then same boat with fin keel,but still has the same sail area.

It is a local thing. I just read it on a local NOR.

7. Drop Keels:

All yachts with ballasted appendages where 10 percent or more of the total ballast can be removed vertically must be sailed at all times with the appendage fully down.

I Always Thought You Could Move Anything Anywhere that was Designed to be Moved

Making stuff moveable that was not designed that way might change your rating but I am no expert.

I used to race against...

a centerboard Ericson that had a liftable rudder he would raise on the downwind legs. We couldn't find anything in the Chesapeake Bay PHRF rules to protest him on.

We raced against another guy who always brought aboard his boat two big coolers of beer. At the end of the race they would come off the boat empty. We tried to protest him on the "moveable ballast" rule, but he simply stated that they didn't use it as ballast but merely moved it from one container to another (themselves) during a race!
