On my centerboard console there appears to be three slots for a line. Currently the is only one line in the aft spot. Looking under the board forward is a line connected to centerboard that appears broken. Lastly on the starboard side forward of the console there is what appears to be an access hole. Any guidance on this centerboard that will help me to operate correctly is appreciated

My guess is that the aft one with the line is your centerboard lift. The foremost one could be a centerboard hold down. It looks like yours is fiberglass, but if the original centerboard was wood, you'd need the hold down. The middle hole is a mystery.
The line wrapped around the centerboard and tied to the trailer is pretty weird too. You ought to be able to lift the boat up and have a good look at the centerboard.
Hey I am tempted to open up the centerboard console. Seems to be secured with fours screws on each side. Is this not a good idea?
On an old boat... you should open everything that can be opened... take a look and replace/fix anything that looks worn.
