I am having trouble with my center board not going down when I release the rope. I can push down on it through the rope hole but it pops right back up. I am wondering if the boat was out of the water for a long time if the center board is too buoyant.

Connecting pins

maybe the connecting pins, underneath the boat, are too tight, or corroded. Give a look. They hold the swing keel in place, and allow it to swing down when the rope is released. Look under boat where the keel retracts up into the hull. They can be adjusted, and or removed to drop to keel for maintenence.

Manufacturing Defect??

I had a similiar problem with my 26s when it was new. If I pulled the board up hard it would jam, and the only way to get it down was to go under the boat and pull it loose. Found that it was a defect in manufacturing. I don't recall the exact problem (this was ten years ago), but it was an easy fix and involved either trimming the board or removing extra material from the slot. Once corrected, there have been no further problems.
