If you still have the cover, you could build a mould around ti and fabricate a new one with fiberglass. Alternatively build a mould from foam and fabricate a new one.

HDPE or plywood would be my choice; probably HDPE given the location.

Noun: A girl or young woman. Some times seen in the accompany of a Pirate.

A winch often is a source of moisture. This one looks like the motor to a windlass. (That is a system to manage the rode and anchor not a “Lass with wind in her hair”) Covering it is one thing, but caution is advised. You need to be able to get at it for regular cleaning, plan for a way to route the water and mud coming up with the rode/chain, and a way to clean up the splatter that will be disassociated with the sea bottom.

I would look around at food containers. I think you would need at least 2, oriented in two axises. The more rounded the corners the better. If you can cut them and glue them together in a fair and even shape with flange around the edge, you would have a good mold to make one in fiberglass. It's a project but what else are you doing? It might be fun.
You might be able to make a similar shape with scrap wood and cover it with Naugahyde type material.
First you will need a way to transfer that shape to a working surface. I would hate to do this over my head. You need a dead soft material that will hold its shape. Some types of wire might do it. Maybe some annealed Copper wire. .That's all I've got.

If you have the original cover, sand the grime off of it and spray paint it with plastic compatible paint (rustoleum has some) - it will look like new.

That looks like an electric winch motor. If Hunter offered that as an option, ,maybe they have a mold for the cover? I would check with them before doing anything that would be more work and may not have the best result.

Get some hardware cloth put it over the winch and the push the four sides up against the ceiling. That will get you started on a mold shape..

Thanks dlochner,
Somehow I missed that part of my 73 year hardware store education!
That stuff could come in handy in the future.

It is available in a variety of sizes. The smallest I've seen is a grid of 1/8" and it goes up to a grid of about 1/2".

It is 2020. Time to think 3D.
Make measurement and form a nice shape (out of insulation foam) with a good 1 1/2 flange.
Take it to a 3D printer in you area, or contact buy internet.
Epoxy 6 spacers between the deck and headliner.
Screw cover into spacers.

I don't know your location , so I just typed in "3d printing services new york" and got these results.
