Catalina 400 Certificate of Documentation

We are interested in purchasing a Catalina 400 and have identified one that we think might suit us. We received a fax of the Certificate of Documentation, issued by the National Vessel Documentation Center, from the broker. It lists as restrictions: "No Coastwise; build evidence not presented" and "No Fishery; build evidence not presented." I note that in the "Place Built" space, the response provided is "unknown." Can anyone enlighten us on what the restrictions mean and if/how they might be removed? Thus far we have been unable to get a hull# from this broker although this certificate does have an official number and an IMO. Might the hull# be embedded in one of these? The Year Completed is also listed as "unknown" on this document, even though it is listed as a 1996 boat. Thanks, Marianne

The restrictions are in regard to commercial use,

and should not affect your recreational use of vessel. Coastwise refers to transporting passengers or cargo for hire, Fishery means commercial fishing use. The IMO is usually the hull number, Catalina should start with "CTYB0096XXXX" for a Catalina with hull #96. Yes. A Certificate of Documentation may be endorsed for fishery, coastwise, registry, or recreation. Any documented vessel may be used for recreational purposes, regardless of its endorsement, but a vessel documented with a recreational endorsement only may not be used for any other purpose. Registry endorsements are generally used for foreign trade. WHY AND HOW IS BUILD EVIDENCE ESTABLISHED? Evidence that a vessel was built in the U.S. is required for a vessel which is to be used in the fisheries or coastwise trade. Build evidence is normally established by submitting a Builder's Certification on form CG-1261. That form must be completed by the person who constructed or oversaw the construction of the vessel or an official of the company that built the vessel who has examined the records of the company to determine the facts of build.
