Catalina 38 chainplate failure

Catalina Catalina 38 Morro Bay
1986 Catalina 38 upper shourds through deck to cabinetry bulkhead starboard side.

Is this common? Can it be fixed for less than cost of the boat?

Tab holding anchoring plate is delaminating and the anchoring metal (steel?) has rusted away releasing the one bolt it was holding

Cabinet is being lifted nearly ¾ of an inch up. Chafing is heard as the boat rocks port to starboard and back.

Port and deck fitting have evidently leaked for years.

So help is it fixable?
Have others seen this?
Any tips on fix?

Very sorry to hear about the chain plate failure. Can you supply photos? In the meantime, suggest contacting your insurance company to see if this repair is covered and your local marine contractors for repair strategy and cost and schedule estimate and do an internet search on "sailboat chain plate repair" to see what repairs have been made to chain plate like these:
