Capri 16.5 hardware problem

The plate that holds the side stay... where it attaches to the hull.... is bent. However the screw still seems tight. I, the cautious wife, am worried about it. There seems to be no way to access to see what is going on "inside". Option... cut a hole to inspect and fix and then put in a hatch cover. OR ?????? Anyone know how to access this area? Called a chainplate it's supposed to look like this:

You'd hope it to be thru bolted but you never know, maybe it's just self threaded into some sort of backing.
Often there is a piece of aluminum plate glassed which the screws are tapped into. Or long screws which extend into plywood glued to the underside.
Once you try removing a screw you may need to cut access if you hear the ominous sound of a nut falling off.
