As part of the vessel inspection protocols CCG / Power Squadron / Police inspectors are asking to see a compliance sticker, which is required under the Small Pleasure Craft Regulation. Bugger is, I can't see one on my H41. Anybody else encountered the same problem?

We have a Power Squadron inspector who moors at our marina, so I have him do an inspection for me every year and issue a sticker. I was under the impression it was voluntary, though.

I think he is referring to the Manufacturers Compliance Notice not the courtesy Safety check from CPS wihch is not mandatory.
Can't say I know where mine is off-hand, but I'll have to look around this weekend.

I think I read some time ago they were not going to enforce this on imported boats but I can not find that reference.

Here is what Transport Canada says,

My boat can be fitted with a motor and does not have a Safety Compliance Notice. What should I do?
Since you are required to display a Safety Compliance Notice, you will need to apply for one.

How do I apply for a Safety Compliance Notice?
To apply for a Safety Compliance Notice, you need to:
  • Include photographs of the boat that clearly show a view of the stern (transom), a side view, a bow view and a view of the seating layout. Pictures from a brochure or hand-drawings are NOT acceptable.
  • Include a cheque or money order of $5.00 payable to the order of the Receiver General of Canada.
I assume that Hunter could send you a label for this boat and that would be the easiest route.

It appears that the compliance notice is require on vessels that were subject of an initial transfer of ownership on or after April 29, 2010, which is the registration date of the Small Vessel Regulations under the Canada Shipping Act, 2001. See section 801 and 1201 at the link that Scott has supplied in the above post. I do not believe that I have one either on a 2006 H33.
By the way, nice boat Scott.

Probably not required

The requirement to attach a Compliance Notice does not apply in the following cases:
  • a vessel that is constructed or imported by an individual for their personal use;
  • a tug;
  • a high-powered, low-volume vessel that is used exclusively for racing; or
  • a vessel that is of open construction, is not mass-produced, is not propelled or designed to be propelled by an inboard engine or stern-drive, and that has been constructed following traditional methods that have proven to be effective and reliable over time using wood or other traditional materials or, in the case of a canoe, using glass-reinforced plastic.
From the link supplied above. My underlining.

I would read that as a home-built since all Pleasure Craft are for personal use.

I would read that as, if you import a vessel for your own use no stcker required but if you import it for resale then you need a sticker.

I worked with federal government regulations for many years, laws often are designed to allow personal importations without total compliance but a dealer or importer who is reselling the product has to comply with the same rules a Canadian manufacturer would have to meet.

Then the sticker would be required as most of these boats would have been imported by the Hunter dealer.

It that case the it becomes the dealers problem not the boat owners as it was the dealer that sold the boat without a label. Refer the inspector to the selling dealer for any enforcement or recall action required.
