your right, i checked, i was going by people who have gone in the past and had no problem.the law states you need a licence and it will not be issued to pleasure boaters.also cuba has requirements for non u.s. health insurance among other thing's and remember these are laws and regardless of the diplomatic relations they must be approved by congress which i don't see happening anytime soon.
you were probably better off going several years ago as i understood it the only enforcement was carried out by the i.r.s.
