None in coastal waters
There's only one small one on the whole west coast north of Santa Barbara...a harbor off SF Bay. The discharge of TREATED waste from a CG certified Type I or II is legal everywhere else--including Lake Union and Lake Washington (Seattle), both fresh water lakes.That doesn't mean there aren't are some ND marinas...there are. Marinas are private property and so can make their own rules. Oregon has put together a "Clean Marina Program" that includes a "no discharge" provision. It's voluntary..no marina is required to participate, but the marinas who choose do so are supposed to require ALL vessels, including those with treatment devices, to hold while tied up to their docks or while on a mooring. Since the discharge from most treatment devices is cleaner than water in any marina due to runoff, and fewer than 5% of boats have 'em anyway, it doesn't make much sense...but no one ever said it's supposed to.
