cal 25 Deck painting

I recently removed all of the hardware from the deck of my cal25, filled in the holes with epoxy and stripped off the old dark green non skid paint. My question is - Should i reinstall the winches, etc and then paint the deck or paint the deck and then install over the new paint?

Also, has anyone used the kiwigrip non skid paint and have thoughts about it.
