C27 - Edson binnacle - not sturdy

on my 1983 C27 (I've owned for 4 mos), the whole Edson wheel, binnacle, and attached 1"s/steel tubing U post system is kinda "not sturdy" when leaned upon...it almost feels as though the deck core is "soft" underneath...i've noticed my binnacle is probably only half as sturdy as my buddy's 1986 C27's binnacle.
Also, my under-cockpit-deck binnacle mounting plate is rusted around the outer edges , i guess from water intrusion due to longtime clogged cockpit drains.

Has anyone out there ever have any experience or advice on why the binnacle is not sturdy?

It sounds like you answered your own question.

I'd remove the binnacle, check the sole for rot, and clean it up, rebed with butyl tape.

Depends on what you find. If there's only a little rot, sure. If major, don't know what your talents may be. Suggest you find out first.
