C25 Rudder Turbulence

I'm considering buying a 1989 Catalina 25. When I took a test sail, I noticed that there was a lot of turbulence around the rudder which caused the tiller arm to shake like a car that has unbalanced wheels. I sailed another C25 a few years back and didn't notice this feature. The only difference is that the C25 with the turbulence has a fin keel and the other had a wing keel. Is this normal? Can it be fixed? On another note, they are asking $12,700. The only upgrade from a bare bones C25 is that it has a roller furling and a marine head. (no depth meter, knot meter, stove,....) Is this a fair price?

I own a 1988 C25 standard rig/wing keel that displays a slight vibration as you describe. It isn't anoying, but you do know it's there. I would try the C25/250 association web site. There is a wealth of info at that site. As for the value of the boat, try the NADA boat site to come up with some sort relative value. Good luck
