C 25 keel pivot bolts missing

I bought a C 25 [TM swing keel ] last year and have noticed thet both pivot bolts on the starboard side are missing! Is this a common occurence? Should I simply try to replace the bolts or is there a bigger problem? The previous owner had no problems. Any advice welcome
