Here is another thought.....recently there has been an outbreak of bedbugs in some of the hotels. Could this be bed bug bites? It would easy to see that they could get aboard a boat if a guest stayed in a hotel that had them.

Yes, it could have been bed bugs. But it's not. Everyone on the boat would be affected by bed bugs. I don't think bed bugs produce the same sort of extreme allergic reaction I have seen these sand fleas produce.
