I discovered a nice rough gouge in the bow pulpit.

Can this be buffed out and made smooth again?

yes it can..... but it is a lot of work and sanding ...you have to sand it with several grits starting from the course to the finest ...then use a compund for polishing ss....polishing is the art of making large scratches small enough that you cant detect them with the necked eye ...when you get them to that point take a magnafier and look at the scratches you cant see with the eye alone you will be amazed at what you see....

Standard 'industrial' finishing of stainless steel is to flat-sand with progressively finer and finer grit
eg. 80 ---> 120 ---> 180 ----> 220 ----> 320 grit (to remove all scratches from the previous grade of grit), then buff with 'tripoli' (a white 'rouge' that contains crushed 'diatomaceous earth / DE', .... sometimes known/named as "kieselguhr")
