broken windex and mast light

My windex is tipped over and mast light doesn't work on my 1980 Catalina 27. I have never (and don't own) a bosun's chair. I am unsure how to be sure it would be safe. Is there a safety check prior to going up? Another way to make the repairs?

Up the Mast

Is your mast deck stepped? Just drop it! it's not that tough, and then you can fix all those other things that are broken. Get a few friends to help lower, and raise the mast.
