20 amps at 14.4 volts is 288. watts
288 watts at 120 volts is 2.4 amps
double that for any inductors (not likely but we are giggling) and you get a whopping 5 amps on the 120 volt side. Divide by the efficency of (giggling again) 80% and you get 6.25 amps
Soooo, I'm thinking that since the code will not let you wire the AC side with less than 14 gauge and you probably cant even buy 3 wire in smaller sizes the manual is telling you the correct amp rating for protecting the WIRES that power the charger.
I bet if you read further there is one of those inline fusey things or a CB on the unit that actually protects the charger proper.
The CB protects the circuit and the fuse protects the appliance
