Brass in my 27' transom

Good Day!
Today I was installing a Stern Pulpit safety rail in my 1971 Catalina 27'. When I was drilling through the pilot holes for the aft stanchions, on both sides, I noticed brass coming out of the holes (both sides).
Can anyone explain this? Also, I would like to ask if its appropriate to use stainless wood scews for the aft stanchions as it seems impossible to accsessa bolt? :eek:

Catalina installed brass (?) plates there. You put your finger on it: access from below is poor, so the plates are there to tap for machine screws for the stanchion bases.
