Generally speaking, if an early 90's vessel has had a bottom peel and an epoxy barrier coat applied because it developed a rash of small blisters, is it more susceptible to blisters in the future compared to boats of similar age that have not had any (yet) or should this treatment take care of the problem and make the hull less susceptible to a re-occurrence? Thanks for your help, I appreciate it very much.

Other than human error, there are four fundamental factors which effect water permeation (and the subsequent likelihood of blisters forming) into a fiberglass boat hull. They are:

Time,
Temperature,
Thickness of the veil layer (in your example, the epoxy resin barrier coat), and the
Chemistry of the resin forming the veil layer.
